John H Maurer is the Alfred Thayer Mahan Professor of Sea Power and Grand Strategy at the Naval War College in Newport, Rhode Island, and is a senior fellow of the Foreign Policy Research Institute’s National Security Program. He has received both the US Navy’s Meritorious Civilian Service Award and Superior Civilian Service Award. His books include The Outbreak of the First World War: strategic planning, crisis decision-making, and deterrence failure.
